Honestly, I get this question a lot from people who are suddenly faced with installing a bench in a park, on a sidewalk, or along a walking trail. It seems like a simple thing—dig a hole, pour some concrete, bolt down the bench—but get the depth wrong and you’ll have a wobbly, frost-heaved mess after the first winter. So let’s talk about it like two people figuring this out over a cup of coffee.

The short answer is that concrete footings for a public street bench almost always need to extend below the frost line, which in many cold climates can be anywhere from 30 to 48 inches deep. But in warmer regions where the ground never freezes, you might get away with 24 to 30 inches. The absolute minimum I’d ever recommend, even on solid, well-drained soil with no freeze-thaw cycles, is 24 inches, and that’s only if the bench is light and won’t see heavy use. Public benches endure a lot—people jumping on them, leaning back, even the occasional person standing on the seat—so under-building the foundation is just asking for liability headaches.

Why the frost line is the real decision-maker

When moist soil freezes, it expands. That expansion can lift a shallow footing right out of the ground, unevenly. Come spring, your bench legs are at different heights, the concrete is cracked, and you’re tearing it all out. Building codes base footing depth on the local frost depth. If you’re in Minnesota, you’re looking at 42 to 60 inches. In northern Ohio or Pennsylvania, it might be 36 to 42 inches. Down in Tennessee, you might only need 18 to 24 inches by code, but for a public bench I’d still go 24 inches minimum just for stability. Always, always check your local building department’s prescribed frost depth—they have a map or a number for your ZIP code.

Soil matters more than people think

Even below the frost line, you need soil that can bear the load. If you’re placing a bench on loose fill, sand, or clay that expands when wet, the footing depth alone won’t save you. You might need to over-excavate and replace poor soil with compacted gravel or extend the footing down to undisturbed, load-bearing earth. In some urban settings, you hit old fill or buried debris. If I’m not sure, I dig a test hole first. There’s nothing worse than pouring concrete only to realize half the footing is sitting on a buried stump or a pocket of soft brick rubble.

Typical dimensions and what I use in practice

For a standard 6-foot public street bench with two legs (or two pairs of legs), I usually pour individual cylindrical footings at least 12 inches in diameter. If the frost depth is 36 inches, the hole goes 40 inches deep so I can put a few inches of compacted gravel at the bottom for drainage. The concrete extends from that gravel base right up to about 2 to 4 inches below final grade, so the anchor bolts and bench base plate will be hidden or just above the surface. I make sure the top of the concrete is sloped slightly away from the anchor bolts so water doesn’t pond and rust the hardware.

Sometimes a continuous trench footing makes more sense, especially for a very long bench or a seat wall. In that case, the bottom of the trench must still be below the frost line, typically 6 to 8 inches wider than the slab, with horizontal rebar to tie it all together. But for most standalone benches, isolated pier footings are simpler.

Dealing with anchoring and finish

The footing isn’t just about depth; it’s about the connection. I cast J-bolt anchors into the wet concrete using a template so they exactly match the bench’s base plate holes. Once the concrete cures, the bench gets bolted down with galvanized hardware and a layer of epoxy between the metal plate and the concrete to keep water out. Leave that final top-of-footing slightly above surrounding grade so grass clippings and dirt don’t bury the hardware over time.

A real-world example

I recently helped a friend who manages a small downtown streetscape project. Their local frost depth was 30 inches. We used 12-inch diameter sonotubes, dug down 32 inches, put 4 inches of gravel at the bottom, and poured concrete to 2 inches below sidewalk level. The bench was heavy cast iron and wood. Over two years, with harsh winters and heavy weekend foot traffic, not a single bench shifted. The ones installed by a previous contractor at 18 inches? Half of them tilted by March.

Hidden traps: footings near trees, utilities, and pavements

One more thing that’s easy to overlook: if your bench is near a street tree, you’ll want to avoid cutting major roots. That might force you to adjust the footing location or switch to a slightly shallower footing with a wider base pad, but only if the structural engineer approves it for the load and frost conditions. Also, always call 811 before you dig. Hitting a gas line or fiber optic while digging for a bench is the kind of excitement nobody needs. In paved plazas, you might have to cut out a section of pavers and pour the footing beneath the base rock, which can easily push the depth past 40 inches just to get below the compacted base material.

What I’d tell anyone starting from scratch

Check your local frost depth first. That’s the number. Add a few inches so you can place a gravel drainage layer. Use a diameter that gives the bench adequate bearing area—usually 12 inches minimum. And if your soil is questionable, don’t guess; have a geotechnical engineer or at least an experienced contractor take a look. A bent piece of rebar at the bottom of the footing (a simple hooked bar) can also help resist uplift from frost, which is a cheap insurance policy.

So, in plain terms, for most U.S. locations, you’re looking at 30 to 48 inches. Warmer climates can do 24 inches, but never less than that for a public bench. The exact depth is a local call, and it’s one that’s worth getting right the first time because digging up and repouring a footing under a finished, installed bench is a miserable job that nobody volunteers for twice.
