They are designed to give you a place to rest your arm, not your flat white. A small espresso cup might balance for a moment, but a standard takeaway cup with a domed lid? That can turn into a lap splash waiting to happen.
The better news is that many newer street bench designs are changing this. Some now feature flat, wider armrests, roughly 4 to 5 inches across, which can comfortably hold a medium coffee cup, a phone, or a small snack. These cup-friendly armrests are becoming more common in parks, transit stops, and pedestrian-friendly shopping streets.
