Honestly, the finish I recommend most for metal street benches is a high-quality thermosetting polyester powder coating applied over a properly prepped surface. Peeling almost always comes down to poor adhesion, not just the topcoat. If you only spray liquid enamel over bare or lightly cleaned steel, it will flake off once moisture gets underneath. The process I trust is: sandblast or chemically strip the metal to remove rust, mill scale, and old paint; apply a zinc-rich primer or use hot-dip galvanizing as the base layer, especially for coastal or high-moisture environments; then apply a polyester or polyurethane powder coat as the color and UV-resistant finish. Powder coating is electrostatically applied and baked, which creates a hard, flexible film that resists chipping, fading, and peeling far better than wet paint. For street furniture, I would avoid cheap acrylic lacquers or basic alkyd paints because they become brittle and lose adhesion over time. If powder coating is not available, a two-part epoxy primer with a two-part polyurethane topcoat is a decent liquid alternative, but you still need proper prep. Also, do not skip the edges and underside. Most peeling starts at scratches or bolt holes where water wicks in. Sealing those areas with an anti-corrosion touch-up coating after installation will extend the finish dramatically. In short, hot-dip galvanizing plus polyester powder coat is the gold standard for metal street benches that will not peel.
