Short answer: No, an ADA-accessible outdoor bench does not have to have armrests. I know that surprises some people, because armrests feel like an obvious accessibility feature. But under the federal ADA Standards for Accessible Design, armrests are not listed as a requirement for outdoor benches.
Here is what the ADA actually focuses on for outdoor benches:
- Seat height: 17–19 inches above the ground or floor.
- Seat depth: at least 20 inches.
- Seat length: at least 42 inches.
- Back support: a backrest or an adjacent wall surface must provide back support. If there is a backrest, it should run the full 42-inch length.
- Location: the bench must be on an accessible route and placed on a stable surface.
Armrests are optional. If you provide them, they should not block the usable seat area or make it harder for someone to transfer from a wheelchair. Some people really benefit from a sturdy armrest to push up from sitting, while others prefer an open seat for side transfers. That is why many accessible outdoor benches use armrests only at the ends, or include a center armrest but leave enough open space on at least one side.
So when you are choosing an outdoor bench, do not assume ADA-accessible means armrests are required. Check the seat height, depth, length, back support, and accessible route first. If you want extra support for people with limited strength, add well-placed armrests without compromising access. And remember: some state or local codes may be stricter than federal ADA standards, so it is worth checking your local building or park standards before making a final decision.
