Yes, it does—mostly. I went over the underside of this bench by hand because I had the same concern for my dog. The main support rails have a smooth powder-coated finish, and the edges are folded or rounded rather than left raw. I didn’t find any exposed screw tips, sharp weld spatter, or rough metal seams in the areas a pet would normally brush against. The crossbars are recessed enough that a dog walking underneath won’t drag against anything jagged.
A couple of spots near the leg mounts still have a slight ridge, so I wouldn’t call the entire underside perfectly flat or pillowy. If your pet likes to roll around underneath the bench, run your hand along the corners first or add a strip of edge guard for extra peace of mind. For daily passing, leash brushing, or a pet lying beside the bench, the surface is smooth enough that scratches are unlikely.
Overall, this is one of the more pet-conscious street benches I’ve checked. The underside finish is clearly designed with safety in mind, and it’s a solid choice for sidewalks, parks, and pet-friendly outdoor areas.
